Could stormwater utility spare town from future floods?

A year from the devastation of Tropical Storm Ida, the Hunterdon County town of Lambertville is now one of the first municipalities to formally consider setting up a stormwater utility to help protect it against future catastrophic flooding in the new era of climate change.

Lambertville has applied for state funding for a feasibility study of creating the separate utility to address flooding. Once established, the utility would be able to charge landowners a fee to pay for so-called green infrastructure that would reduce flooding during major storms. The fee would vary according to the amount of paved surface on properties — and hence the volume of stormwater runoff generated.
